Civic issues
Topics getting the most attention in Rio Rancho public meetings, ranked by how frequently they come up.
Lux at Lomas Encantadas apartment project
A rezoning would let 55 apartments plus two small commercial suites go up on land including a half-acre the city sold out of a park-zoned tract for $17,500. Neighbors worry about traffic at an already busy intersection, kids walking to school, and lost parkland; the developer argues apartments are the least traffic-heavy option C-1 zoning already allows. The City Council decides October 22.
City operational annex facility expansion off Idalia Road
The city is expanding its public-works operations onto 5.47 acres next to its existing maintenance yard, with a 28-acre master site plan including offices, vehicle maintenance buildings, fuel stations and a salt barn. The board recommended approval unanimously.
MAC Taproom and Expanded Uses
A retired police deputy chief wanted to produce small-batch wine in his Northern Meadows garage and sell it off-site. The council worried that approving it would open the door to microbreweries and other home manufacturing, and denied the license 1-5.
Maverik Gas Station at Obregon Road and NM 528
A proposed Maverik at Highway 528 and Obregon was denied because the state DOT would only allow a right-in entrance, funneling all exit traffic onto residential Monterey Road near an elementary school. Residents brought their own traffic counts and crash data.
Melon Ridge Townhome Subdivision
A 12-lot attached townhome development on about 1.14 acres off Melon Ridge Loop NE got the green light, including a street-jog variance. It's an infill project adjacent to the existing Melon Ridge subdivision with private streets maintained by an HOA.
Development Denial
Rio Rancho’s city council voted down a proposed Maverik gas station. That means no new traffic or jobs from that project—good news for nearby neighbors worried about congestion, bad news for anyone who wanted the convenience or work.
Affordable townhome development at La Plazuela
A new 32-townhome community was approved near Camino Encantadas and Hapsburg Road, aimed at families who can't afford a detached single-family home but want more than an apartment.
New preschool and daycare facilities
Two public hearings covered site plans for a preschool (Unit 21, Block 4, Lots 17-20) and a daycare facility at Plaza Rio — both expansions of early childhood care options in the city.
Development on substandard 50-foot lots in Rio Rancho Estates Unit 11
A builder got permission to build a home on a 50-foot-wide lot platted in 1967, where city rules otherwise require 60 feet; the building permit is already approved pending this variance.
Unit 13 residential growth: Zuma Ranch Phase 2 and High Range 6 Phase 1A
Two large subdivision plats were up for preliminary approval, together covering more than 110 acres and potentially over 230 new single-family lots. Residents near Montezuma Boulevard and the High Range master plan area could see new homes, roads, and drainage infrastructure in coming years.
Daycare Facility at Plaza Rio
A site plan for a daycare facility near Golf Course Road was scheduled for hearing. If approved with conditions, it would add childcare capacity in the area.
Daycare facility on Golf Course Road SE
A new daycare with two buildings, 45 parking spaces, and a one-way pick-up/drop-off loop is planned just south of Southern Boulevard. It needs both board and City Council approval because of the special-use zoning.
Reed Trujillo two-lot subdivision and infrastructure variance
A family wants to split their 1.49-acre Villa Road lot for a mother-in-law and son, but the unpaved road, no sewer, and sidewalk rules stand in the way. The board gave them a month to rethink, since a casita might avoid subdivision requirements entirely.
High Range 5, Phase 2 subdivision final plat
LGI Homes got another extension to finish plans for phase two of a 340-lot subdivision. A nearby resident asked the board to hold off until LGI fixes dust and sand problems from phase one.
Dos Soles Subdivision plat extension
The developer of the Dos Soles Subdivision off Southern Boulevard got another year on its approved preliminary plat, blaming economic conditions for delays. The agent said construction plans are nearly approved and the builder hopes to break ground in the coming months.
La Esperanza Preschool near City Center
A family-run preschool plans a roughly 200-child facility at 2218 Arena Drive NE, on 2.77 vacant acres near City Hall. The owners call Rio Rancho a childcare desert with an infant waitlist nearly two years long, and say they hope to align hours with Sandoval Regional Medical Center needs. The board approved the site plan; the City Council gives final approval.
Sale of 0.56 Acres at Camino Encantadas
The city sold 0.56 acres of unused park land so a developer can meet state access-spacing rules for a planned high-end apartment project. Councilor Tyler argued the area doesn't need more apartments.
Annexation of Judicial Complex Land into Bernalillo
The city stepped aside on about 7.8 acres so Sandoval County can expand the courthouse and move facilities fully into Bernalillo, the required county seat. The city has provided water to the complex for nearly 20 years and staff found no harm to Rio Rancho's growth interests.
Sandoval County Annexation of 7.8 Acres
Sandoval County asked Rio Rancho to let about 7.8 acres at Hwy 528 and Idalia Road leave the city and join Bernalillo so it can expand the district court complex. The resolution would have the city not oppose it — trading city territory for better court access.
District 4 Council Appointment and Conflict-of-Interest Debate
David Mann, the school district's top lawyer, was appointed to the vacant District 4 seat despite two councilors arguing his position creates unavoidable conflicts with city business. It passed 4-2.
Daycare facility site plan at Plaza Rio
The Montanos want to build a daycare facility with two buildings (roughly 12,570 square feet total) and 45 parking spaces on 1.5 acres at 1020 Golf Course Road SE. It went to a public hearing at this meeting.
Economic Development Strategy
The city is deciding what it wants economic development to mean — retail recruitment, 'keep it local,' or economic-base jobs — and whether to make June a recurring economic development work session. The direction chosen shapes future budget investments.
City Center strategic site designation and College Boulevard grant
43 acres at City Center were named one of five state strategic economic development sites, and the city applied for $1.5 million to extend College Boulevard to Broadmoor — making the land more 'shovel ready' for employers.
Orchard Park Master Plan
AMREP Southwest's master plan was pushed back a month so newly acquired property can be included in neighbor notifications.
Rancho Alegria master-planned residential development
Pulte Homes' plan would bring roughly 350 homes and nearly 1,000 residents to 66 acres near Northern and Rainbow Boulevards, with parks, trails, and a dog park. Neighbors worry about traffic on Northern and whether the city's park-space requirements are being diluted.
New Bank at Enchanted Hills
A roughly 4,900-square-foot Sandia Area Federal Credit Union branch with drive-up and ATM service is planned next to Home Depot on Safelite Blvd, bringing in-person banking and jobs to the area.
Encore Multi-Family Subdivision
A developer is proposing 109 townhome-style apartment units on 28 lots across 11 acres in the Tierra del Oro master-planned area — a step up from a previously expired 56-unit plan. The public hearing lets residents weigh in before the council decides.
Northern Exposure subdivision (72 homes)
A proposed 72-lot subdivision near Northern Blvd and 3rd Street was pushed to March 24, along with two variances asking to leave dead-end street stubs on Grand Street NW and Arctic Avenue NW. Staff favors the Arctic Avenue stub but questions the Grand Street one.
Vista Alegria Master Plan and Rezoning
AMREP's 78-acre plan would add up to roughly 1,700 homes near Rainbow Boulevard, converting industrial-zoned land to residential use. The board forwarded it to the city council with a positive recommendation.
RV Storage Facility in Rio West Business Park
A 10.4-acre RV storage project cleared its site plan approval with landscaping conditions, on land where self-storage is already a permitted use.
Cielo Bonito master-planned residential development
Roughly 45-47 acres near Lookover and Shiloh get a master plan and single-family zoning, setting up a new neighborhood in the Paseo Gateway West area. It consolidates old platted lots under one plan with infrastructure standards.
Cleveland Estates Phase 2 subdivision
D.R. Horton's second phase near Redstone Road NE will bring 116 new homes with over 2.2 acres of park space meeting the city's requirement.
Santorini at Arrowhead East plat amendment
The single-family portion of the Arrowhead East master plan gets 8 more lots with narrower 45-foot widths, plus an updated plan for the 100-foot open space buffer near Corrales.
Clean Slate lot split at former Fire Station 1
A legacy half-acre lot next to the closed fire station exposed a tangle of 1966 deed history, GIS records, and a building-permit denial. The board sided with the property owner over staff's denial recommendation, and the city's fire station parcel ownership remains an open question.
Economic Development Facility Approval
Rio Rancho just cleared key city hurdles for Castelion’s $119.8 million facility, a big potential jobs win. The catch: some officials are upset they weren’t looped in early.
Development Plans Council Consideration
Rio Rancho’s City Council is set to consider development plans Thursday that could bring new housing or businesses. Nothing is decided yet, so the big question is what gets approved and what conditions come with it. If you care about growth, traffic, or city services, this is one to watch.
