Civic issues
Topics getting the most attention in Rio Rancho public meetings, ranked by how frequently they come up.
Water and Sewer Operations Overview
The city averages about 60 water main breaks a year plus roughly 700 service leaks. Water lines are being replaced in tandem with road projects to cut costs by about 40 percent, and the Jacobs contract targets 500 service-line replacements a year. Still, 7,000–8,000 old service lines remain to be swapped out.
Aquifer storage and recovery (ASR) expansion
The city landed $2 million in federal funding, championed by Senators Heinrich and Luhan, for a second aquifer recharge injection well. Total cost is estimated at $4.5–5 million. It adds water capacity and flexibility when wells go offline for maintenance.
Well 19 Rehabilitation
Two city wells that together can produce over 1.7 million gallons per day are getting new motors and pump bowls, protecting water supply for neighborhoods from Cabazon to Mariposa and Hawk Site Mountain.
Aquifer Levels and Water Leak Policy
A resident asked the council to make aquifer data public and urged a proactive leak-repair program using new detection technology, instead of the current fix-as-they-break approach.
Water rate overcharge refunds
A resident again demanded to know when the city will refund water bills overcharged since 2020 rate increases. The city says credits began rolling out on September bills, with older years following in October and November.
Water rights acquisition under 2003 pumping permit
The city must buy 728 acre-feet of water rights every five years through 2063 to offset groundwater pumping. This $4.5 million purchase of 200 acre-feet puts the city roughly 14 years ahead of schedule, though costs per acre-foot keep climbing.
